It also creates a powerful private right of action to hold officers accountable when they illegally interfere with this fundamental right.

HB264 obliterates that playbook. By banning any consideration of gender affirmation (or non-affirmation) in Hawaii custody decisions, it yanks the rug out from under the the state's efforts to legalize kidnapping.
